Prior to the November 2006 elections, Hoyer said in a speech that Michael Steele is "slavishly" following the Republican party. Michael Steele was the first African-American to hold a statewide office in Maryland.

He did issue some sort of apology, but so had Trent Lott, who used far less incendiary language when he was schmoozing Strom Thurmond on his 100th birthday. Yet Lott lost his leadership position. Hoyer went on to become his party's leader in the House.


House Democrats say they want to reform lobbying, but their majority leader has been one of the biggest recipients of special-interest money. Public financing records show that Steny Hoyer received over $600,000 from lobbyists, $2.46 million from out-of-state donors and $5.67 million in political action committee contributions from 2000 to 2006.


Now let's take a look at how Hoyer has voted on many important issues over the last few years. But don't just take this page's word for it, the Roll Calls are all on public record at the House of Representatives web site. Here we go...

AGAINST the Secure Fence and Immigration Law Enforcement Acts of 2006 9/14 and 21/06

2003-2004

AGAINST Defining Marriage as between a man and a woman 9/30/04

Unfortunately, it has become necessary to pass a constitutional amendment protecting traditional marriage. Even 36 Democrats voted for this. Not Hoyer, who quipped, "it is patently political."

AGAINST Prohibiting Funding for Pro-Prostitution Organizations

The Akin amendment prohibits funds in the bill from being used for HIV/AIDS programs that do not explicitly oppose legalizing sex trafficking and prostitution. Hoyer voted against it.

AGAINST the Unborn Victims of Violence Act 2/26/04

Hoyer (again as in 2001) voted against protecting unborn children from assault and murder. This bill would rightfully hold criminals accountable for criminal assaults that result in death or injury to an unborn child.

AGAINST the Partial Birth Abortion Ban Act 10/02/03

Hoyer (again as in 2000) voted to keep partial-birth abortion.

"What happens is a baby in the process of being born, with part of his body outside his mother's body and part still inside, is deliberately killed. What prevents it being murder, under the law, is that part of the baby's body is still inside the mother, so this procedure can be classified as an abortion. The American Medical Association some years ago said there is no medical necessity for such an unusual procedure." Washington Times, June 5, 2004

AGAINST DC School Choice 9/9/03

This was an amendment to authorize a school voucher program.

"Numerous surveys have shown that lack of money is the only reason most poor children remain trapped in government schools and that if money were no longer a concern, poor parents would place their children in private schools. Liberal Democrats, who claim to be advocates for the poor, have failed them on this important issue because they like getting contributions from the National Education Association. While such contributions help keep them in office, poor children continue to starve intellectually and morally." Cal Thomas, June 16, 2004.

Hoyer, of course, agreed to increase NEA funding, 6/21/01.

It's no wonder that pro-abortion Planned Parenthood endorsed him in the 2004 election.

AGAINST Ten Commandments Protection   7/23/03

Hoyer voted to allow funds to enforce the judgment of the United States Court of Appeals for the Eleventh Circuit in Glassworth v. Moore dealing with the display of the Ten Commandments.

AGAINST Pledge of Allegiance Protection

According to a Newsweek poll conducted soon after the Circuit Court's ruling on the Pledge of Allegiance, nearly nine in ten Americans believed the phrase "under God" should remain in the Pledge, and most believed it was acceptable for the government to promote religious expression, as long as no specific religion is mentioned. Senator Todd Akin proposed this bill with the support of 224 cosponsors. But Hoyer was not among them -- he voted to allow funds to be used to enforce the judgment in Newdow v. U.S. Congress, dealing with the recitation of the Pledge of Allegiance and the phrase therein, "under God."

AGAINST US Leadership Against HIV/AIDS, TB, and Malaria Act of 2003

Hoyer voted to block increased spending to stop the global AIDS epidemic.

AGAINST the Human Cloning Prohibition Act of 2003

Amends the Public Health Service Act to prohibit anyone from performing or attempting to perform human cloning.

AGAINST the Child Tax Credit and Military Tax Breaks/Rule   6/12/03

This House Amendment would extend through 2010 the $1000 per child tax credit enacted in 2003. It would also provide a number of tax breaks for members of the armed services. Passed despite Hoyer's vote against it.

AGAINST AIDS Relief/Abstinence Programs   5/1/03

This Amendment would require that 1/3 of the funding for bilateral assistance for HIV/AIDS prevention go toward abstinence-until marriage programs.

Abstinence until marriage is the only "safe sex." Yet Hoyer voted against this education funding.


In 2001, the Joint Committee on Taxation issued a 1,300-page report full of reform proposals, such as abolishing the alternative minimum tax, a complex add-on tax that will hit 30 million households by 2010. Mr. Hoyer recently noted "we need to obviously deal with the AMT."

Yet, Hoyer voted:

AGAINST the Middle-Class Alternative Minimum Tax Relief Act of 2004 5/5/04

Fortunately this passed despite Hoyer and the other 88 Democrats who voted against it. He also voted against the Relief Act, which would have alleviated some of the adverse effects of the AMT. (May 16, 2001).

"The Democrats have a new charge against the Republicans: tax code complexity is way up in recent years. House Democrats, led by Minority Whip Steny Hoyer of Maryland, intend to make rising tax complexity an election year issue." (Washington Times, July 23, 2004)

Yet, Hoyer voted:

AGAINST the Tax Relief, Simplification, and Equity Act of 2003 6/12/03

He also voted on June 19 against another bill to revise numerous provisions of the tax code. And against simplifying the tax code by reducing the five tax brackets to four. And against replacing the tax code with a fairer, simpler tax system (April 13, 2000).


2001-2002

AGAINST establishing the Dept. of Homeland Security 11/13/02 & 7/26/02

AGAINST the Child Custody Protection Act and FOR Blocking It

This bill would make it a crime to transport a minor across state lines to get around parental-notification laws regarding abortion in effect in many states. Amazingly, Hoyer voted to block it.

AGAINST Supporting the First Amendment

Hyde amendment No. 32 sought to clarify that nothing may be construed to abridge the freedoms found in the First Amendment to the Constitution, specifically the freedom of speech or of the press, or the right of people to peaceably assemble and to petition the government for a redress of grievances. Hoyer voted against it.

AGAINST Call for School Prayer

This was H.Con.Res. 239, expressing the sense of Congress that schools in the US should set aside a sufficient period of time to allow children to pray for, or quietly reflect on behalf of, the Nation during this time of struggle against the forces of international terrorism. There is not even anything necessarily religious about this, yet, Hoyer still voted against it.

FOR allowing abortions in overseas military hospitals   9/25/01

AGAINST Protecting the DC Boy Scouts 9/25/01

Not sure exactly what Hoyer has against the Boy Scouts, but fortunately this bill was agreed to despite his vote.

AGAINST Blocking Domestic Partner Funding in DC

The Weldon amendment sought to prohibit all funds from being used for implementation of the DC domestic partnership act.

AGAINST Human Cloning Prohibition Act of 2001 but FOR Cloning with Mandatory Killing

This law would have made cloning a new human being perfectly legal -- as long as you kill it! Hoyer voted for what would have been the first law in the history of the United States that makes killing human beings mandatory.

FOR Control of Faith-Based Organizations

Religious organizations shouldn't be able to use belief in said religion as a basis for employment, so Hoyer voted.

AGAINST School Safety, Discipline   5/23/01

Norwood amendment No. 13 allows the discipline of children with disabilities who carry weapons, possess or use drugs, or commit an aggravated assault or battery. Fortunately this was agreed to despite Hoyer's vote against it.

AGAINST School Choice Research

This bill sought to authorize five research projects to determine the effectiveness of school choice in improving the academic achievement of disadvantaged students and the overall quality of public schools and local educational agencies. Hoyer wouldn't have it.

AGAINST Blocking Overseas Abortion Funding   5/16/01

Hoyer voted to allow your tax money to fund foreign nongovernmental organizations that perform or promote abortions.

AGAINST the Servicemembers' Protection Act Amendment 5/10/01

AGAINST the Marriage Penalty and Family Tax Relief

This bill sought to reduce the marriage penalty by providing for adjustments to the standard deduction, 15-percent rate bracket, and earned income credit. Fortunately it passed despite Hoyer's nay.


1999-2000

AGAINST Keeping the Morning After Pill out of Schools

Hoyer voted to allow federal funds to be used to distribute the "morning after pill" in public schools. This pill causes a chemical abortion and has caused death not only to the unborn children, but to women who have taken it. Fortunately school children were protected depsite Hoyer's vote.

FOR Motion to Instruct Conferees to Make Certain Thoughts a Crime 9/13/00

This bill was sponsored by none other than Senator Edward Kennedy. I'm thinking I'd like both him and Hoyer voted out of office... I wonder if they consider me a criminal.

AGAINST Marriage Penalty Tax Elimination

This bill sought to increase the standard deduction of married couples to that of two single taxpayers and raise the income limits on both the 15 percent and 28 percent tax brackets for married couples to twice that of singles, among other provisions. Makes perfect sense, yet Hoyer voted against it.

AGAINST Barring the FDA from Approving RU-486

Why, Mr. Hoyer? R U 4 86'ing life?

AGAINST Abortion is not Healthcare   6/30/00

This bill exempts discussions on requiring abortion coverage from collective bargaining negotiations.

AGAINST Noncommercial Broadcasting Freedom of Expression Act   6/20/00

A bill was passed despite Hoyer's vote to amend the Communications Act of 1934 to clarify the service obligations of noncommercial educational broadcast stations.

AGAINST the Marriage Tax Penalty Relief Act   2/10/00

American families lose an estimated $1400 per couple through the marriage tax penalty. Hoyer sought to keep it that way.

AGAINST the Unborn Victims of Violence Act

This act sought to rightfully hold criminals accountable for criminal assaults that result in death or injury to an unborn child. Somehow, Hoyer voted against this.

AGAINST stopping abortion funding overseas   8/03/99

Hoyer voted to have taxpayer money pay to have abortions performed, and not just in this country.

AGAINST the Child Custody Protection Act

This is an important bill to defend the rights of parents to protect and care for their children. The legislation made transporting a minor across state lines to obtain an abortion a federal crime, if this action circumvents a state law requiring the involvement of a parent or a judge in the girl's abortion decision.

Yes, Hoyer voted to allow pregnant girls to be whisked across state lines to get an abortion, thus evading state law. Fortunately this bill passed despite the votes of Hoyer and other liberals.

AGAINST prohibiting funding to undermine the religious/moral beliefs of juveniles

This bill would have prohibited funding to be used to discriminate against, denigrate, or otherwise undermine the religious or moral beliefs of juveniles who participate in juvenile justice programs. Hoyer voted against it.

AGAINST Protecting children from explicit sexual or violent material   6/16/99

This amendment sought to protect children from explicit sexual or violent material, require a study of the effects of entertainment on children, permit the entertainment industry to set guidelines to protect children from harmful material, and establish the national youth crime prevention demonstration project. Hoyer, you guessed it, voted against it.
